The CreateSequence carries an expiry time. Currently we ignore this. 

I believe that 

1) we should implement this
2) we need to automatically tidy up sequences before expiry

So for the RMS this means that if a sequence is about to expire, we should send a LastMessage (1.0) and TerminateSequence .
