New Sync Design

Good afternoon everyone!The existing sync function of IoTDB has too many problems, so I plan to refactor the sync module. I have finished the overall architecture design, and the design document is below (sorry that only Chinese version is available at the moment). I hope to solicit your opinions, and if you have new ideas or needs, you are super welcome to propose them!
