QUESTION: construction of the home page

I noticed that the generation of the Home page for users that are not logged on to Jetspeed is different from the Home page for users that are logged on. If you look at the HTML source of the first, right after the left navigation bar, there are three <table> entries with cellpadding attributes. The HTML source of the second only shows one such <table> entry. This causes portlets on a logged in Home page to appear without any spacing (ugly). Adding more spacing causes portlets on the not-logged-in Home page to appear "over" spaced (also ugly).

Which mechanism is responsible for this behaviour and what is the reason for this?
