   ## Summary
   - Publish DataNode SchemaRegion/DataRegion consensus readiness across threads before serving region topology RPCs.
   - Wait for both consensus types before mutating region metadata; return CONSENSUS_NOT_INITIALIZED with a clear timeout message when readiness is not reached.
   - Backport the lifecycle-specific behavior to dev/1.3, including the Pipe startup path and read-only readiness context for Internal RPC.
   
   ## Tests
   - ConsensusReadinessTest, ConsensusWaitTest, DataNodeInternalRPCServiceTest, and DataNodeInternalRPCServiceImplTest: 10 tests passed.
   - DaemonTest: 2 tests passed.
   - English and Chinese DataNode test compilation passed.
