Question about ant install task

I have a web.xml declaring two servlets and I'm using the
build.xml from the Tomcat-Docs App Developer guide.
When I run "ant install" only one servlet gets installed.
Could my build.xml be wrong or is it my web.xml?
Thanks for any suggestions.
