It appears i cannot assign a JIRA to the user [~mylu] .   She's a relatively new account in the ASF , but her JIRA account normally works  seems.

The issue in reference is BIGTOP-1911 , where i cannot autocomplete or manually enter her username in the "assignee" text box.
