Resolution: Won't Fix
For those liking this (and it's a nice idea for those with many comments), it would seem to be more properly done via theme/template enhancements rather than settings checkboxes. It would cause confusion to too many users checking such a box but not getting highlighted comments because their themes don't support it OOTB.
