Generating UTF_BigEndian & UTF16_LittleEndian

Hello,
      I was wondering if anyone on this list knows a method or program available that would generate valid UTF16_BigEndian or UTF16_LittleEndian encoded XML files for the purposes of testing i18n support for SOAP?
