Currently mac addresses for nics are being generated from the mac_address column in the table op_dc_ip_address_alloc.
This doesn't make any sense. When we are going to deploy IPv6 only networks in the near future we won't even use the legacy op_dc_ip_address_alloc table.
Therefore it is essential the mac address is generated together with the nic and not with the ipv4 address.
