BuildTools (Docbook/Checkstyle)

I propose to add following new structure to the svn repository under the
directory https://svn.apache.org/repos/asf/directory/

buildtools/trunk/checkstyle (checkstyle configuration)
buildtools/trunk/documentation (docbook)

I'm not sure if we need a parent pom for the buildtools or not as the 2
modules (and maybe more to follow) are IMO independent.

If they are independent, then, maybe they need to be have their own independent "trunk" as well.

I don't know about the parent poms. I'm not sure either that it's 
important to refer to those 2 new modues into the main pom.xml, as we 
may not want to build the checkstye report and doco each time we run the 
integration tests.

Otherwise, sounds good to me.
