Given that the historic code does not use the mirror system, it seems to me that you might be able to use an .htaccess redirect to fix the issue.
BTW, if you refer to README_historic_cleanup.txt in public-facing mails/pages, please use the main website copy under www.apache.org/dist, not the one under dist.apache.org as that host is only intended to be used to publish files to the main website (and thence to the mirrors).
