Ship After a Certain Date

Guys I have two scenarios and I would like to know how OFBiz would
handle OTB

Scenario 1 - I place an order and the product must Ship After a certain
date.  I want to enter the Ship After date and the system does not make
the order available for picking until after the Ship After Date

Scenario 2 - I have a relationship between two accounts.  Parent/Child. 
The child can order under their own account but the parent account is
responsible for paying all bills.  All invoices for the child account
must show under the Parent's Accounts receivable.

Is it possible to achieve this OTB in OFBiz?
