index.shtml always append to the Redirect URL

It seems that the index.shtml filename is always appended to the end of the 
URI/URL.
The following was specified in httpd.conf file:

Redirect permanent /destinations http://192.168.1.26:8080/specials
Redirect permanent /destinations http://192.168.1.26:8080/specials/index.html
 
When redirected, the coresponding shows in the browser address bar:

http://192.168.1.26:8080/specials/index.shtml
http://192.168.1.26:8080/specials/index.html/index.shtml

This causes the NOT FOUND statement.
