BUG parsing ISO-8859 characters in XML formatter

Hi,

I think there is a BUG in parsing ISO-8859 characters with using the
-OUT Argument -XML.

If I use any ASCII or ISO-8859 characters in my stylesheet, e.g. &#228;
the right symbol does not appear.

The stylesheet header contains:
<?xml version="1.0" encoding="ISO-8859-1"?>

Any suggestions? Is it a bug?
