Previously, the cmake calls generated in `apps/hexagon_api/CMakeLists.txt` did not pass the `CMAKE_BUILD_TYPE` to subordinate calls to cmake. As a result, debug symbols were missing from these builds. This PR adds `CMAKE_BUILD_TYPE` in the `ExternalProject_Add` calls.
