In OpenOffice control+page down and pageup jumps to the footer or to the
header.

Please assign your desired shortcuts to "To Beginning of Previous Page" and "To
Beginning of Next Page".
Tools → Customise - Tab: Keyboard
Select e.g.
Shortcut keys: Ctrl+8, Functions: Navigate, Function: To Beginning of Previous
Page; press [Modify]
and
Shortcut keys: Ctrl+9, Functions: Navigate, Function: To Beginning of Next
Page; press [Modify]

You can also modify Ctrl+Page up and Ctrl+Page down if you don't need Jump to
Footer and Jump to Header or assign other shortcuts to these functions.
