Announcement : New PPMC/Committer - msumit

Folks!
We are happy to welcome a new committer and PPMC member to the Apache
Airflow ranks! Please join us in congratulating Sumit Maheshwari ( a.k.a.
msumit <https://github.com/msumit> ) on this recent promotion. We will be
setting up his accounts and permissions over the next week or so, but hope
he will be able to help the community by :

   - Reviewing PRs
   - Answering questions
   - Taking on core changes/bugs/feature requests
   - Improving processes and tooling
   - Refactoring code, etc...
