I thought the rule was that all of that stuff was supposed to be in CVS.
Anyway, the 2.0 one was in, so I was just trying to be consistent.  I can
remove them both from CVS if you'd like.

Is is:  apache-1.3/CHANGES

Yes, both should be removed.  They have to be removed from the cvs Attic
as well.
