[Bug 65666] 2.4.47 breaks ability to unset Expect header for proxy compatibility, yielding 417 errors

Behaviour is triggered by "force-proxy-request-1.0" presumably because http 1.0
doesn't support "Expect: 100-continue" so if that is requested, the 417 error
will be returned, if the header is present.

This bug has caused us lots of issues, when proxying legacy systems!
