Dave Thompson closed DAFFODIL-2663.
-----------------------------------
Resolution: Fixed
The Daffodil updates for this ticket were previously verified implemented by code review. However, cannot verify that the update works without instructions for how to add/plug-in an external character set.
Closing this ticket as implemented and opening ticket DAFFODIL-2741 for documentation.
Will verify implementation when DAFFODIL-2741 is resolved.

> We've seen an ongoing need for more and distinct charset encoders/decoders for new encodings.
> They need to be pluggable components, not something that requires creating a new release of Daffodil for.
