Now XSP engine will fail momentarily and with 0% CPU utilization with the error:

The org.apache.cocoon.www.sitemap_xmap notifies that
org.apache.cocoon.ProcessingException says:
This page is not valid XSP page. Root element is: page
More precisely:
org.apache.cocoon.ProcessingException: This page is not valid XSP page. Root
element is: page: org.xml.sax.SAXException: This page is not valid XSP page.
Root element is: page
