Can't open config file... on Windows XP, Korea

I installed TortoiseSVN version 0.11.2 with installer on
Windows XP, Korean edition. Any try to invoke TortoiseSVN results
in an error message:

Can't open config file "C:/Documents and Settings/<broken>/
Application Data/Subversion/servers".

<broken> means, it shows incomprehensible letters. I suspect
it relates to the fact that my user name is in Hangeul, and SVN
doesn't handle unicode path correctly.

Website says TortoiseSVN 0.11.2 is built against Subversion 0.23.

Strange. We should be handling Unicode config paths just fine -- in
fact, I tested that some time ago. Can you try using the command line
0.23 client? It might be a TortoiseSVN problem, although I don't believe
it is.
