Could it be that you are looking at a preview?  

If the width of the sheet was ever reduced, the tabs will become hidden.  Just
to the left of the scroll bar at the bottom of the sheet being viewed there is
a small bar that you can drag right with the mouse pointer.  That might reveal
the sheet tabs.  Also, there are pointers further to the left that can scroll
through the sheet tabs. 

If none of these work, can you provide a screen shot of the opened spreadsheet
showing the full view?
