Oozie pre commit Jenkins failure

Hi,

Oozie Jenkins pre commit is failing with the below exception while adding the comment to Jira.

Adding comment to JIRA
Unable to log in to server: https://issues.apache.org/jira/rpc/soap/jirasoapservice-v2 <https://issues.apache.org/jira/rpc/soap/jirasoapservice-v2> with user: hadoopqa.
Cause: ; nested exception is: 
	javax.net.ssl.SSLHandshakeException: sun.security.validator.ValidatorException: PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target

test-patch exit code: 1

There was a Jira maintenance recently. I've opened an INFRA Jira
<https://issues.apache.org/jira/browse/INFRA-13341> so they can investigate
this.
