   Thanks for opening this issue and working on the PR @pratyushadk !
   Before we start the review - could you say what is your motivation for adding this? CSR/CSC are by design 2D data structures and it doesn't necessarily make sense to change that. If you're looking to introduce this for API convenience please specify how you're expecting to use this. I am apprehensive adding new codepaths if not strictly necessary.
