Considering Volkan as new committer

Hi,

Just to follow up on this after a discussion inside the PMC.

If Volkan was (still) happy to contribute to DeviceMap and assuming he also
signed the necessary paperwork (Apache Contributor Agreement) or can do so
in a timely manner, we would be happy to welcome him as committer.

OK, followed up on the private list. Assuming the feedback by Volkan here
is sufficient "activity" I guess Bertrant cast his +1 here earlier. I also
voted. Others replied, but an explitit "Yes" or "No" is still pending from
the rest of the PMC.

Adding a committer requires documented PMC consensus.

During the DeviceMap incubation we've been voting people in (on our
private list), I don't see a reason to change that. Werner can you get
that going? Let me know if you need help but it's no different to how
we elected people during incubation.

(nothing against Volkan of course, we just need a defined process for
these things)
