Inside the Apache infrastructure, there are several possibilities to choose from:
* FreeBSD Jails [1] 
* Solaris Zones [2]
* generic VMWare VMs [2] like for Linux distros

I guess using a Ubuntu VM will probably be the solution with the smallest administration barriers for the team (Please tell if not correct!).

So, before opening an INFRA ticket, we are supposed to define the following:
* Resource requirements (CPU, RAM, HDD)
* DNS configuration
* list of publicly exposed services
* Initial set of (Apache) users having (root/sudo) access to the instance (AuthN seems to be done via SSH keys in the Apache LDAP directory [3])

Regarding administration, I propose to create an internal logbook and document any changes just like we do in the JSPWiki ChangeLog already, just a bit more detailed. There seems to be a place defined by Apache Infra for Solaris Zones [4], possibly the same is available for VMWare VMs.

In a newer issue [5] I found the statement that Puppet would be used. This is a tool for configuration management (in terms of infrastructure configuration, not software configuration management). This means that Infra is controlling at least some settings from outside the VM. We will have to gather some details on how to work together with Apache Infra anyway.
