Struts 1.3.10 Release

I plan on rolling the build of 1.3.10 this weekend and putting it out for a
vote. We haven't had any major bugs reported since 1.3.9 Beta so I believe
there's a very good chance this will be GA.

If anyone wants to help test, let me know.
