We discussed the idea behind simplifying the three accumulo scripts down to two (accumulo and accumulo-cluster) in ACCUMULO-4606

There are some utilities in {{accumulo-util}} that have value, the cost to maintain them in their present position may out-weigh that value. We should consider if they should just be solved by documentation to reduce our script-debt.
