Log:
Wrap the entire web page template using a div with a fixed width of 1060
pixels.  This hack is justified because the current fluid layout used by the
main Apache site (which we cloned) is a little sloppy.  It's possible to get
elements lined up under a fixed width; it would be much harder to fix things
so they start staying aligned under the fluid layout.
