Steps to recreate:
1. Open office Writer
2. Insert Default header name it whatever  you want
3. TYPE IN BUGS,BUG,BUGS within the document
4. Add endnote with character=1
5. Add more text within the document
6. Add endnote with character=2
7. Insert table
8. Add note within table
9. Add endnote automatic should default to 3
10. Actual result = 1
