I suppose for some non-Apache jar we could have it as a dependency, but in
this case, we own the sources so our official releases should probably use
an officially released jar.  However, it isn’t worth debating at this time.

We got here because the flex-sdk build was broken trying to use the
released jar and using a snapshot was the quickest way to fix it
temporarily.  Then the version of the snapshot I used got wiped out so
Erik fixed it again in this change with a newer snapshot.  It was on my
list to fix for real if Chris didn’t beat me to it.  I recently found that
Falcon is using the released snapshot and just checked in a change to
flex-sdk to use the same URL.

Well, I didn't follow this dev closely but can see in [1] that only the 1.0.0 has been released therefore it is usual in the dev branch to use the next snapshot version (aka 1.1.0-SNAPSHOT)
Again, I guess (still to confirm though) the fact that is a Ant build doesn't give us an automatic option to say 1.1.0-SNAPSHOT but we have to specify the exact snapshot which is a new file at each build/deploy snapshot of flex-tool, to check it, it would worth to try to set the lib version to  flex-tool-api-1.1.0-SNAPSHOT.jar instead of flex-tool-api-1.1.0-20141121.233135-20.jar and see if the resolution occurs or use the release version but you won't see if the new implementation of this lib breaks something.

 An official release can't depend on a snapshot, but this should be easy to fix by those who know maven well, and we have released the software in question.

This indicates the last snapshot version of the built artifact in uses, the maven repository might store more than one snapshot, it appends to the snapshots a timestamp to differenciate them, it meant it didn't find the requested snapshot probably because it has been automatically removed, replaced by a more recent one and this is a Ant script, in pure Maven build, you can indicate you want the more recent one using mvn -U> > The mysteries of Maven. In dev phase, because the prepare-release plugin set the next snapshot version to the module(s), you won't have a release number in the dev branch, only in releases.

SNAPSHOP is the giveaway that's basically a nightly not a release.

The mysteries of Maven. Maybe it IS now pointing to the release version?

Anyway, mine was just a quick and dirty fix to get the SDK to build
again. I'll leave it up to experts to explain what is going on and/or
supply a fix in case one is needed.
