the DocumentRoot can't be a chinese character.

for example:
config apache's httpd.conf file under Windows2000.

DocumentRoot "C:/ZTE/����"

when i start apache,the windows command console display the follow 
information.And i sure the directory "C:/ZTE/����" have exist.


D:\Apache2_46\bin>apache
Syntax error on line 229 of D:/Apache2_46/conf/httpd.conf:
DocumentRoot must be a directory

I find the all apache 2.* version have this bug.but the apache 1.3.* version no 
this bug,
