[I] [Feature]: Using pagehelper to improve the implementation for tableService#getTableRuntimes [amoro]

klion26 opened a new issue, #3279:
URL: https://github.com/apache/amoro/issues/3279

   ### Description

Before we implement the `tableService#getTableRuntimes` with the logic
   1. retrieve the result from db
   2. the total size from memory

after #3257 has been merged, we can reuse pagehelper to do the second logic, so that we only need to retrieve the info from db.
