latency problem

Hi,

We have a customer that is using tomcat on an NT 4 server and IIS4 that is
getting a latency problem with tomcat, he has discovered that the problem (a
delay of 3-4 seconds in responding to HTTP requests) did not occur when
going through the server's primary IP address, but did for all its secondary
addresses.

This latency problem seriously degrades the level of service, I hope that
someone has seen this before or can give me some pointers on how to resolve.
