It seems to me I went through this...
First: most of the Makefiles have DOS style CR-LF line terminations that
need to be removed.
Second: I believe a target had to be added to one makefile to eliminate
an error (you'll have to create a full build log and check for problems
as I forget which file it was).

Or what I do is use Ant to build Xerces.  See
http://jakarta.apache.org/ant.  A cross platform build system.
