[PATCH] Fix error in hacking.html

While reading through hacking.html, I noticed two things worth pointing
out. The first is a simple case of an accidental change slipping through
with other changes, and the attached patch fixes that.

* www/hacking.html (participating): Remove "fooo" mistakenly added in
  r19088.

The second is this paragraph:

  <p>The "rXXXX" is not important (if it proves difficult to implement,
  we may omit it).  The important thing is to say "dev build".  This
  indicates that the build came from a working copy, which is useful in
  bug reports.</p>

I believe this was written ages ago and has not been updated to reflect
current reality?

Both fixed in r20162.  Thanks for noticing.
