Prepare release maven-release-plugin

Hi,

I'd like to do a release of the maven-release-plugin soon, especially for  
the Windows+M3.3.1 users. If there are patches worth including now's the  
time to apply them :)

I still don't get why I didn't think of that when renaming mvn.bat to
mvn.cmd... :-/
