    Description: `python/pyspark/pandas/testing` and `python/pyspark/testing` share the same goal. Merging them makes code cleaner and easier to maintain.  (was: python/pyspark/pandas/testing/utils.py and python/pyspark/testing/utils.py share the same goal. We should merge them.)
