No ClassLoaders found for: ValidatorAction

Hi all,

Anyone ever seen this error before? On deployment of my ear file, I'm trying
to use the validator package. The ear contains a war which uses struts.
The commons-validator.jar is in the web-inf/lib directory of my war.

17:14:55,093 INFO  [ValidatorPlugIn] Loading validation rules file from 
'/WEB-INF/validator-rules.xml'
17:14:56,125 ERROR [Digester] Begin event threw exception
No ClassLoaders found for: org.apache.commons.validator.ValidatorAction

I'm using jboss-3.0.4_tomcat-4.1.12.

Any ideas?
