[users@httpd] can not access from outside link

Dear apache htpd users:

  According 1.3 ,  and some documentantion let be file to be accessed  from
outside link,

what should we do on mod_access.c in httpd.conf?
like

<IfModule mod.access.c>
----------------------(what should we add, here or anyother place to
change--
<IfModule>
