1\. AlterTimeSeriesPlan adds properties related to modifying encoding and
compression methods (the first version only supports single sequence and
single type)
2\. AlterTimeSeriesOperator.AlterType adds modified encoding type and modified
compression method type (whether to combine into one type, so that batch
modification can be supported later)
3\. StorageEngine, LocalSchemaProcessor, ISchemaRegion and corresponding
implementation classes (SchemaRegionMemoryImpl, RSchemaRegion,
SchemaRegionSchemaFileImpl) add modification code and compression interface
and implement
4\. Interface code process (mainly refer to delete time series, merged code)
4.1. Modify schema memory and mlog.bin
4.1.1. Get ISchemaRegion
4.1.2, verification
4.1.3. Call the modification method of ISchemaRegion
4.1.3.1, new Plan
4.1.3.2, Modify mtree and mNodeCache
4.1.3.3, write mlog
4.2, StorageEngine rewrites tsfile

6\. Historical tsfile rewrite recovery
