Problem: Long Tables In FOP

Dear Friends!

could you please help me to solve the following problem:

I have to build a long table. That's no problem. But if my first column
has <number-rows-spanned="40">, I've got an endless loop.
My table looks like that:

I have established that fop is trying to place the first column on one
page (it works with 30 for example). If fop fails to do that, an endless
loop appears and a pdf document can not be done.

Can anybody tell me how to solve this?
