I would like to use the Apache ICLA and CCLAs as a starting point for ICLAs and CCLAs of another Foundation. (Industry Business Network 4.0 or Industry Fusion Foundation). 

Unfortunately I couldn't find any note to what license they are available under. 

So I asked on Comdev and was told that there never really was a final decision made on this. [1]

It would be great if this could be settled in a way that we can add it to the FAQs.
