issues in Arabic

Glenn Adams commented on FOP-2440:
----------------------------------
Kumar, may I suggest you check closed JIRA issues in the future, since, as you can see, FOP-2408 already addressed this issue. Also, as a general rule, we only fix bugs in trunk, and not in a release branch. So always try trunk first to see if the problem still exists.

> Hi ,
> I am trying to render a Arabic PDF with multiple pages where Current page number and total page numbers are defined by fo:page-number and fo:page-number-citation-last elements respectively. The PDF will display the page number like "Page x of y". But there are couple of issues with that.
> 1) From page 10, the page number is reversed and shows as "01". Page 12 shows as "21"
> 2) There is no spacing between page number and the Arabic letters.
> I am attaching the fop.xml and PDF for your reference.
> I am using FOP 1.1
