[DEPRECATE] retire the hyperv plugin

Devs,

The hyperv plugin has not been maintained for over a decade. We officially
still support hyperv but the new extension framework has an implementation
which can be argued to be more up to date.

I therefore propose we retire the hypev hypervisor plugin and mark it as
deprecated in the upcoming minor releases 20.3 and 22.1 and remove the code
from the main branch to be totally gone in release 23.

Any feedback is appreciated.

kind regards,

+1 the old / .net-C# one was broadly supported for a limited time and didn't get much maintenance over the years.
Now that the Hyper-V extension is here, we should be safely able to retire the java-based plugin.

Regards.

IMO we should remove the code which is not in use and also no longer being maintained.
