[DISCUSS] release version 0.2.0-incubating

Hi All,

I would like to suggest the release of version 0.2.0-incubating.

Because this is our first release in the incubator, and because we would
like to finalize the automatic build pipeline I suggest for one time only
two release managers, myself and Guy Peleg.

If no one has any objections we would like to proceed with the release in
the next couple of days.
