[PR] Add comment-only action and passing PRs review to auto-triage [airflow]
potiuk opened a new pull request, #63318:
URL: https://github.com/apache/airflow/pull/63318
## Summary
- Add a new "add comment" (`a`) triage action that posts findings as a comment
without converting the PR to draft — uses a softer message that just lists
what needs to be fixed. This is the default when CI passes and the only
issues are merge conflicts or unresolved review comments.
- After processing flagged PRs, present PRs that pass all checks with author
info, allowing the triager to mark them as ready for review (`r`) or skip.
## Test plan
- [ ] Run `breeze pr auto-triage` with PRs that have only conflicts or unresolved
comments — verify default action is "add comment" and the posted comment
doesn't mention drafting
- [ ] Run with PRs that pass all checks — verify they are shown after flagged PRs
with author info and ready/skip prompt
- [ ] Verify existing draft/close flows still work as before

Note: As of [Merging PRs targeted for Airflow 3.X](https://github.com/apache/airflow/blob/main/dev/README_AIRFLOW3_DEV.md#merging-prs-targeted-for-airflow-3x)
the committer who merges the PR is responsible for backporting the PRs that are bug fixes (generally speaking) to the maintenance branches.
In matter of doubt please ask in [#release-management](https://apache-airflow.slack.com/archives/C03G9H97MM2) Slack channel.

You can attempt to backport this manually by running:
```bash
cherry_picker e00dfce v3-1-test
```
This should apply the commit to the v3-1-test branch and leave the commit in conflict state marking
the files that need manual conflict resolution.
After you have resolved the conflicts, you can continue the backport process by running:
```bash
cherry_picker --continue
```
If you don't have cherry-picker installed, see the [installation guide](https://github.com/apache/airflow/blob/main/dev/README_AIRFLOW3_DEV.md#how-to-backport-pr-with-cherry-picker-cli).
