Updating the xap site (was svn commit: r419634 [1/4] - /incubator/xap/site/)

For those who commit updates to incubator/xap/site, you should
understand that the commit doesn't automatically update the web site.
To do that, someone has to ssh into the /www/incubator.apache.org/xap/
directory and then do an svn update to pull down the new site from
subversion.  Once this is done, you just wait for the site update to
happen once an hour.  Before the hourly refresh, you can check what
you've done through a proxy.

So, I've been the one forcing the site refresh every once in a while
when I see someone check in a major change to xap/site/, but I think
any committer should be able to do this (not sure though).
