T5: How to modify page without having to restart tomcat

I noticed with jetty it doesn't reload the context when, for example, you
modify a template. But it's needed with Tomcat even if I configured Tomcat
to not redeploy the context at each modification.
How can I do the same with Tomcat than Jetty?
